Grand Rapids Council Reviews Spending and Planning as Administrator Departs

The Grand Rapids Village Council concluded its final meetings of 2025 with significant administrative changes, spending approvals, and planning efforts focused on village infrastructure.

At the December 8 meeting, Village Administrator Chad Beyer announced his resignation, effective December 12. Council indicated the administrator position will be posted, and another village employee will step in to cover administrative duties in the interim. Council President Rachel Smith thanked Beyer for his service and dedication to the village.

Across meetings held on November 10, November 24, and December 8, council approved more than $64,000 in total expenditures. Approved bills included $25,038.21 for the period of October 24 through November 6, $30,204.22 for November 7 through November 20, and $9,490.22 covering November 21 through December 4. Expenses included utilities, road salt, water and sewer maintenance, professional services, and general village operations.

Council reviewed several infrastructure-related matters during November, including water line repairs, Bridge Street improvements, and traffic safety changes at the intersection of State Route 65 and Bridge Street. Four-way stop signage at that intersection has since been installed. Seasonal maintenance and winter preparations were also discussed.

To support long-term street planning, council approved $3,950 for a street condition assessment by National Pavement Analysis LLC. The assessment will be used to develop a tiered list of streets prioritized for future paving and patching projects.

Council also approved a 3 percent wage increase for full-time village employees effective January 1, 2026, and adopted multiple financial resolutions related to fund transfers and temporary and advance appropriations for early 2026 operations.

Several community events discussed earlier in the month, including the Light Up the Night celebration and the Christmas Open House, have since taken place following council approval for use of public property and event support.

Council confirmed that work continues on a proposed Designated Outdoor Refreshment Area ordinance, which remains under development. The mayor also reported ongoing communication with an engineer regarding potential enhancements and improvements within the village. Council additionally discussed efforts to make council meeting information more accessible through the Village of Grand Rapids website via video.

Council meetings are held on the 2nd and 4th Monday of each month at 6:00 pm inside Grand Rapids Town Hall.
